In many US foreign policy circle, Rwanda remains a key sore point in Western humanitarian and perhaps tactical failure. Belgium, France, the UN and the US all watched as hundreds of thousands of Rwandans were slaughtered by the fellow citizens and the consensus was that "It was a Rwandan problem, and the people should figure it"
